Travel costs

In Morrowind, is it possible to meaningfully scale the travel prices with GMSTs and the provider NPC's Mercantile? I remember that in some of my tests I definitely couldn't get the price to increase much via the console; though that might have been mainly with a guild guide, it seems any changes in Mercantile barely influence those (talking about only a few coins max). Is this simply the result of the default GMSTs being too low, is there some weird behavior or a bug in here? All service transactions use the barterOffer function, which adjusts prices up or down by a percentage of the base price. Due to the weak weighting of stats, and the caps on the attribute terms, players will see a worst case of only 50% more than base price. The main influence on prices is disposition, but travel services normally have to be neutral to serve all characters.

Economy mods usually adjust the base price with GMSTs fTravelMult and fMagesGuildTravel, see the Travel section on this page.
